Everything gets resized
I’m working in Media Composer v3.1 with a Mojo SDI. Every time I import a video clip or still image, they get resized. What I mean by this is there are black bars on the top and bottom. They just barely touch the outer safe margins. And it’s only on the top and bottom, not the left and right. An example is when I have my graphic artist make a still image, he’s working in the screen resolution I’m working in 720×486, after importing that image I have to use the resize effect to in essence stretch that image to fill the entire frame. I only have to scale the height up to 112. And it also does this if I import an Quicktime file that I exported from Avid previously. Do I have a setting wrong somewhere?

yeah. Just change your import settings. 601 non square otta do ya. Alternatively, he can start giving you 720X540 images.
