    Hi.
    Please how do i change the background colour of a video clip in premiere pro CS4?
    How do i also add effects to the background?

    Replacing or changing just the background is a compositing task better for which you need a compositing program (like After Effects). You can only do this with Premiere Pro if the background is of a solid, uniform color (like a green screen).
