    If you are using the shape or mask tool, you would hold down shift+cntl to draw a circle from the center-out.

    Doesn’t seem to be working for me, after using those commands the circle still comes out of the top left.

    You need to be holding down both buttons at the same time as you enlarge your circle.

    Press the left mouse button(first) and while holding it, press Cntl + Shift.

    It’s not ctrl + Shift

    I click down on the mouse then press ⌘ & then Shift then drag out
