  downconvert 720 to 30 best way

  Please people dont kill me, im still a infant to the HD world and eveything else that comes with it. Please advise the best procedure to master a project to lay to mini dv and DVD. Whats the best way to come from 720 to 30 with out a mojo or HD card, etc… I dont own any of the external hardware. Please advise. tHank in advance!!
