I’d try Vegas, it will drop dots on Image Contours. You need to probably change Mid-point opacity (under Rendering) to 1.0 and Start and End Opacity to 0, choose a color, maybe check the Invert Input checkbox, adjust number of segments, Blend Mode (Transparent?), tweak away.

I used Stoke to create dotted lines on a map.

I drew out the shape of the line with the pen mask tool, on a solid layer.
Then applied the stroke effect. Under stroke there is a attribute called spacing which will give you the dots change it to 0%. It’s pretty easy to use.

Like Shadyer said, Stroke is better if you have masks for the shapes.

I also like Audio Waveform for masks:

It’s nice because you can have an Inside Color and different or complimentary Outside color (like the ink bleeding into fabric)
and it seems a little more control with softness.

The image is a raster image taken from an actor in a white enivironment.

Also is there a plug in that will create a particle system that can create an image, I’m trying to use just a normal particle system as a luma matte, but once I wipe the screen, the effect is lost as the image doesn’t follow the particles.

I know I’m asking a lot but I need to get this done asap

I too though you meant vegas the editing program, that’s why I suggested Stroke in stead of going to a whole other program, sorry for my mis-understanding.

Hey, I thought your Stroke idea was better, but it doesn’t look like he wants to pen the masks.

With Vegas Contours you do get dots on the inside and outside on the lines, so a way to get masks is to use Autotrace (Layer>Auto-trace) with settings like Tolerence: .1, Threshold: 1%, but it all depends on the graphic.

The graphic can be strengthened with Vegas (Start,Mid,End Opacities all at 100%, Segments 1, Length 1, Color Red. Then use Red for the Auto-Trace, only trouble you get lots of masks and have to sort through them to find the ones you want, again you get masks for the inside and the outside of the lines, so you need to delete the ones you don’t want or need.

Sometimes it is easier to just Draw them with the Pen Tool, you get better with practice.

I guess I don’t really know what you want to do, I read :

“what I need to do is take the line drawing and make it look like they are created out of dots.”

But I don’t really see a line drawing, or know what your shooting for, so the Vegas/Stroke suggestions probably won’t work since they are for a line drawing in the sense of a Pen and Ink, black lines drawing a figure.
