does anyone know where i can get Avid Text effects?
i know in After Effects you can just click on a pre-made text effect to make the text cool and then mess with the keyframes if you want to tweak it.
does anyone make avid plug ins or pre-built effects for text like this?

Boris Red/Graffiti have text presets available in the Library, but beware: most are pretty cheesy!
Other than that (and the basic Marquee presets that ship with the software), there’s no such thing that I can think of.

Why not create it in After Efects and export a Quicktime with alpha to bring into the Avid?
