Well, I’m not sure about the technique, but you could do your animation then reimport every frame and place each new one on top of the others, all set to screen blend mode. Then put some color bleeds overlaying on top.

After some time they inverted the output and we can see something that resembles the echo effect with a lot of copies. So maybe thats just it.
