Rafal, what do you mean “exporting into the locked 59.940fps”, what are you referencing as “locked”? And why the reference to 60 fps, your project and render is set to 59.940. Is there something else in your project that is specifically 60 fps, like maybe from a screen capture program?

The fact that I can’t change the “Render Settings” from 59.940fps to 60 by writing it in.

Yes, although I have checked, I can set it to 59.94, so that’s not a big issue. Mostly just worried if my 70 image/frame “animation” that I’m making in Vegas will come out well.

The my green screen fade/transition effect that I have in mind will require me to export at least 3 times, 1 to put the effect over the clip so it fades into the background, the other is to put another one, while it’s fading, to fade into the image/screen that I want, double green screening to have a fade during another fade.

Rafal, I think your workflow may be a bit more complex than needed. But, without actually seeing your project I still do not understand enough to make a suggestion for improvement. Perhaps when you get into your project you will discover you don’t really need all those steps.
Regardless, if you do need to render 5 times, I would suggest you use an intermediate render codec, rather than the delivery codec you are currently using. The intermediate codec will preserve some quality. On the other hand, if you have satisfactory quality results, you may decide the intermediate I suggest is not needed.
There are many ‘how-to’ sources available to guide you through the process, if you are not familiar, however here are two, one using Cineform and the other using DNxHD. It’s a bit to get things setup, but after you have the codecs installed and use them once, they are as easy as your current favorite.

I basically have to put a green screen over a video, if anyone can suggest a better way to do that, aka, the green screen on layer 1 would show the video on layer 3, right thru the layer 2 video, I’m all eyes.

I’m confused as to what your layer 3 is?
Place the green screen on the top track, and the background on the lower track. Set the chroma key and done. There is no third layer required.
You can have multiple green screens layered (or stacked) over the background, by placing them all above the background, in the order of appearance with the one that shows through everything on the top track, the one that shows over the background but behind the top track on track (2) below the top track, and finally the background on the bottom track (3).
Is this what you mean? If not please explain layer 3, Thank You.

Let’s pretend the Blue and Red.
I want the Red video to appear in the same shape, as the green squares are over the blue video. And no, none of the videos have green screens in them.
