  Custom Keyboard Option Not Showing in Premiere CC

  I want to make a shortcut for toggling the safe margins but the Custom Keyboard Option is not Showing in Premiere CC and I have no idea why. Its really frustrating because Im sure its something stupid. This is what it looks like:
