Current differences between flashed and non-flashed GPU cards in Mac?

I’ve not seen them running at half speed, no. Why don’t you try one out and see how it goes. Can always pay Dave to flash it for you after.

Does it make a big difference in PC, where PCI 01 is still the limit when using Bootcamp?

It is not a software limitation, my Titans are running quite fast on 10.8.5 on all PC hardware.

Indeed Bootcamp on Mac will only run “native” Mac cards at full speed in Windows – non flashed cards run at half bus speed.
