    Greetings,
    I am a new user to Adobe Premiere Elements.
    My question is simple.
    Is there a way to change the one second default time in the cross dissolve video effects to a three second default?

    Your preferences probably has a “30” in the box for default duration. That is 30 frames (one second). Change it to 90 and you should get the result you are after.
