Creating DVD titles or similar
I am creating a presentation and will be building it out of video and still images so that it is a rolling background while I present my project.
I will be presenting on an interactive screen so I would like to have a “menu bar” running along the bottom of the screen which links to a series of films that can be played in any order.
The way I see it working is similar to a DVD title menu where when you link to a different menu you have different video in the background.
Firstly is premiere the best program to be producing this in? I have the whole CS4 master collection at my disposal so I will be able to utilise other packages if I need to.
Secondly does anyone have any tips about doing this kind of thing (or links to tutorials)

It seems that you are referring to motion (dynamic) menus. This would be achieved in Encore, with the help of After Effects, although if this is for a Kiosk, most people now design it in Flash, or custom interactive playback engines. For the basic Encore approach, watch here. For the AE / Encore advanced method, watch here.
Once thing to keep in mind is that the standard DVD format limits your motion menu to 1 GB on disk.
