Premiere’s not the ideal program for this. It can be done as below, but After Effects is a much better program for this.

You could shoot a small group of people in front of a greenscreen. Shoot them several times, in different positions (mark out some areas on the floor). After capturing the footage, take out the greenscreen and stack the clips to assemble your army. Make sure to keep track of how the groups are standing in front of each other when you shoot so that when you assemble the shots together you don’t get any weird overlaps.

AE is a relatively complex program. I would say that if you’re not familiar with how to use it yet, you read/watch some tutorials on the program and get up to speed. (There are TONS of AE tutorials on the web, with the Cow being the center of this particular universe.) Trying create a specific effect will be an exercise in frustration until you know how to get around in the program.

The effects on LOTR were done with 3D software, I believe proprietary software. All the little guys in the army were digital.

That requires a lot of knowledge, experience and software to do, and to look good. One shot in LOTR of an army (apart from all the other CG elements) of just the army probably took someone about 20-50 hours to create, with reams of specialized software, experience and talent.

    Anyway, good luck.
