Creating a DREAM EFFECT coloring to your video
I know with the program “MAGIC BULLET” you can use film looks and there is one effect called the dream effect. All it is is the coloring becomes brighter sort of and blury, but the picture itself is still in focus. For an example…In the movie “LORD of the RINGS MOVIE #1,” there are various scenes that are filmed with such an effect. I believe the scene at (FORGOT the PLACE NAME) but its when one the HEad elvish woman is confronting frodo and then i guess she passes the test. I dont know lol….anyways, is there someway premiere can do this effect by altering some of the video effects that it provides….

Without plugins… You can try this:
Make a copy of the clip, and put it above the original. Apply the gamma correction effect, and bump it up to 1.
Then apply a blur effect, you can play with the amount to get the desired effect. Then apply the set matte effect, change the “take matte from layer” to your original clip. Change “use for matte” to luminance.
That has worked pretty well for me in the past. It will basically give you a nice glow in the lighter areas of you footage.

That helps a little.. Can you explain the matte directions a little more please. Im using 6.0 if that changes anything.

You may want to increase contrast and saturation first. Then, copy your clip and place it on top (of your source clip). Apply a large fast blur effect on the lower clip (source clip) and the screen key filter to the top clip. That works for me and renders fast, too. Magic Bullet is a killer render.
