Create 2d motion vector in After effects ?

Yes.
Vector art can be animated in After Effects. But as soon as you apply a filter, it must be rasterized.

I’ve never heard of jawset, is it an AE plug? Maybe you should ask the publisher of the system what the best way is to import data.

I know that i can render out motion vectors for example by maya.
I want to know if it is possible to create motion vectors form an object created in After Effects. (create a motion vector inside After effects with Re:map, Twixtor or another plugin)

Something like Twixtor PRO generates actual motion vectors to next frame but it’s usually not that useful for the sort of effect you initially describe (unless like Video Gogh here it requires to render in order to maintain an history of what happened if you like).
