    I have this footage on 720 x 486 that I must convert to 720 x 480 (to make a “legal” (?) dvd) , so I was wondering what will happend with the “missing fields”

    should I check “Upper fields first” or something?
    should I Check “scale to frame size” or just leave it as it is?

    The most direct way is to crop 2 lines off the top, 4 lines off the bottom (or vice-versa). That maintains field order. Rescaling is rather pointless in going between 486 <-> 480.
