I have 25p footage which includes audio (voice) for documentary.
How to convert it to 24p, while maintain sync, preferably also maintain the correct audio pitch?
Software I have include Edius 6, Adobe AE CC, Adobe Audition CC, Adobe Premiere Pro CC and TMPGEnc Video Mastering Works 5.

I assume that adding music would better be done while editing on the designated distribution fame rate. Is that correct?

Try making a 24p sequence in Pr.
Drop your clip in there and render, play, export, you might find it works fine.

    Thanks, Chris.
How about the change in audio pitch? How can I maintain the original pitch?

The change from 25 fps to 24 fps is less than 5%. Even with music the change in pitch would probably not be noticed. With dialog it likely will be very difficult to tell the difference. But if it bugs you, nearly all DAWs now have tools to let you change the length of a section without effecting pitch. But listen to it first; you might decide you don’t need to bother.
