  Compressor 3.5.4 lowering data rate

  I am using the SEND TO Compressor feature for a project contained within FCP 7 on the timeline. I have settings at .264 with 5000k data rate for posting on Vimeo. Twice now the end file has a data rate of 3600k. I also used Export via Quicktime conversion in FCP and again the data rate was at 3700 instead of the 5000 that i had set it at.
  Most of the video is a talking head with not much movement or change in the scenery…is Compressor & FCP just requiring a lower data rate to create this movie due to these factors or is something going on that is affecting the data rate setting i have set?
