DVDs can be 4:3 or 16:9, and you should choose which aspect ratio you want to work in before you begin.

If you want a standard 4:3 DVD, use the NTSC DV preset. If you want to use widescreen (16:9) DVD, choose NTSC DV Widescreen.

And remember to render out of AE in a lossless format and then compress that file for DVD in a compression app.
