I think he meant flying through the clouds which would require a 30,000 ft tripod if you were to try this in your backyard. 😉

I would Google for “stock footage” and then on the stock footage sites you find, search for “cloud fly though”. I found a bunch but I’ve never used them so I didn’t want to post links. (but this stuff is pretty easy to find)

…take a look on the soft & puffy clouds effects in the media generators tab of Vegas …. I once made a very nice effect animating the textures and even combining some of them on different tracks.. nothing replaces the video background, but it can be a fast & nice solution….
