So i was watching this video: https://www.youtube.com/watch?v=zNFlXbS3slc and at 1:00 (one minute) I saw an effect that completely puzzled me. I was wondering if anyone here would know exactly how i could achieve this effect, i’ve come close but i can’t really nip it, thanks!

That’s a Sapphire effect called WarpChroma. You could roll your own by splitting the footage into Red, Green and Blue layers and using CC Radial Blur or something like it to create the zooming blur effect. Use a different amount on each color component and tie the locations on the layers to a Null object.

Darby’s solution is best. I’d go with that too. Free and simple 🙂
