I was looking at making a simple sphere in Cinema 4D that has an extruded displacement map like the example video. I also needed to keyframe the rotation of the sphere.  I know very little about Cinema 4D.
CC Sphere in AE wouldn’t work with out crashing bc I needed to zoom so close.

Right now in AE I have a small texture, applied motion tile to animate the spin, warp effect to make the globe perspective, and cc glass effect to simulate the bump map. I can’t seem to get the bump map to change with animated motion tile, so it’s a static bump map. If I could get it to animate as well it would be a great alternative. I will try to upload files and a render.

C4D is a better option if you know how to use it. There is not really a way to do a 3d bump map with the CC plugins.
Zaxwerks Invigorator Pro will be a good option for you to do this.
You can also try to use a 3D Psd layer.
A bit more tricky, but doable would be FreeForm Pro.
