    That effect doesn’t do what you think it does.

    Force motion blur will create a blur in several situations that I know of:

    – Time remapped footage that runs faster than it did originally.
    – A nested comp with an effect that doesn’t have a blur – like CC page turn.
    – There are other situations, but I can;t think of them off hand.

    For a motion blur post effect, like you want, you’d need to use Re:VisionFX’s ReelSmart Motion Blur. It’s pretty good.
