    I am trying to streamline a work flow where I have videos playing on a loop (Simulated-Live) for online streaming. I have determined that when the speed of the file is at 2mbps, then all works good.

    The problem is I have different length videos and it seems the longer ones will actually speed up and hit up to 8mpbs which throws the audio off. I have a short 60 second video I am trying testing out and I see the best way to go, so here are my questions:

    1 — I am suing VLC to see the input bit rate which reads higher at certain points during the playback, so is there another monitoring tool that I can use?
    2 — For VBR, I set desired bit rate and max bit rate to 2mbps and I see it peak at 3.4mbps on VLC, and when I set a CBR at 2mbps, that creeps up to about 3mbps, so what can I do to ensure playback is at 2mpbs?

    I have used
    Adobe Media Encoder
    Sorenesen Squeeze
    Handbrake
    iMovie
    and StreamClip?
