Cartoon Overlay Effect
Hi, I have seen this effect in many recent music videos where lines are drawn over live action video. I was wondering if these effects were animated in frame by frame/ also if there were expressions to make the lines have a squiggle animation. The example videos are below:

Definitely mostly frame-by frame in these examples.
The talking lips likely use some sort of voice recognition to automate which frame to show.
For the “wiggling stills” you can draw three frames and show them in rotation.
