Capture progressive – FCP reports as interlaced

I have just ingested some 16:9 progressive DV material from a Canon XL-2 with the DV PAL capture preset. Settings on the capture preset have anamorphic ticked, and then under advanced, Progressive is set as the field dominance.
When played on FCP, there are what looks like, interlaced artifacts, i.e. stepping. If I look at the format properties for the ingested material, it is marked as Lower rather than none. Even if I manually change this it makes no difference to the picture. However, if I apply a de-interlaced filter to the footage, the artifacts disappear.
So my questions are:
1. Am I doing anything wrong on ingest?
2. Is all DV footage when it comes off tape effectively interlaced and thus needs the de-interlace filter applied?
3. If the de-interlace filter is applied to progressive footage, will the resolution be affected?, my assumption here is no, as the XL-2 records true 25p.Declan Smith
