What would be the purpose of such a layer type? You can already use Nulls (which don’t render i.e. are 100% transparent) and any effect I can think of can either render transparent alpha directly or made to create alpha using unmultiplying and other matting techniques. In case you are thinking that a transparent layer would fix effects that don’t create proper alpha transparency, you are wrong. This must be explicitely coded in the plugin and if it’s not, it would still render opaque on a transparent layer.
