Can we figure out how this effect was done?

Its hard to explain, and Google was no help. Wondering if any of you guys know how the heck this is achieved.
The clip freezes, then the next clip begins bleeding in, the pixels from the last clip ‘stick’ to the moving pixels of the next clip. Looks kind of like a distortion or glitch.
I love it and would love to know what its called!

It’s called datamoshing. It’s done by breaking the GOP structure of a video file.
