Good question.

I don’t know RealViz Stitcher indepth, but it allows you to generate panoramas from images. Maybe it has a linking tool included, too.

They claim that it can be used to generate Virtual tours (QTVR)

VR SceneWorx, downloaded a demo and it works a treat
