Does anyone know if there are some 3rd party filters yet. Also any ideas on how to change the default of the standard plugin from NTSC to PAL would be great!

Using 10.0.7. In the Inspector, on the video tab, Select Broadcast Safe, should find a Video Type option
    NTSC or PAL

Thanks Neil – had sussed that, its a pain that it always defaults to NTSC on first use with a clip and I wondered if there was a way of losing the NTSC option or forcing it to use PAL first… maybe in the system/motion templates..

    Your imagination is the limitation.

You can create a PAL only Broadcast Safe with Final Cut Effect in Motion. Just apply the Broadcast Safe to the Effect Source and change the default to PAL. You can then choose to publish the options
you may need. Save template, category etc. You should now have a default PAL Broadcast Safe
    filter in FCP X. HTH
