broadcast safe 16:9, 4:3
I’m correcting a footage shot on 16:9 to crop a small object out of the upper area.
To correct it, I will enlarge the footage so the object is outside of the title and action safe lines, or I will crop it using the crop feature.
Will this object still appear on a 16:9 television, a 4:3 television, and on a computer screen when referring to the action safe box?

You have to do it the first way. Cropping it will show as a black area, if not on TV, then certainly on a computer screen.

A computer screen shows the entire image edge to edge so you have to get it completely out of the frame for that.
As for the others, generally anything outside Action Safe will not show up on a 4:3 standard television. For 16:9 that depends on the display just how much area beyond Action Safe is shown. Some of the newer 16:9 HD displays can show the complete image edge to edge.
