If this is a still image, The absolute easiest (but not the most efficient) way is to duplicate the layer you are shattering and remove the shatter effect from one of them. Then do a swap out. Up until you want the shatter, use the non-shattering layer. At the moment you want the shatter layer, trim the non shtter layer out, and move the shatter layer’s in point to that frame.
If it’s video, or you just want to do it more efficiently, you’ll need to set the shatter effect to animate, as such:
At frame 0 set force 1 to have a depth of 1.
Set a keyframe for that property.
Make it a hold keyframe.
At the first frame you want the shatter to occur, set the depth to .1, the default depth value.
Your layer will then shatter.
