I’m putting together another cut of my reel with a mix of 24p, 30p, and 60i footage. Almost all of it is 1920×1080.

I’d like to edit at 24p since about 65% of the clips I want to use are 24p. Is this a good idea?

So far I’ve just dropped everything in a 24p sequence, but some of it looks choppy. What is the best way to reduce this choppiness?

If you just add pulldown to the 24p stuff you can put everything in a 60i timeline and it’ll all play nice. Converting the 60i/30p stuff to 24 is possible, but it’s a lot harder to have it come out looking good.

If I do it this way and export an HD web version, I will end up with a 30p video. Is that desirable given most of my footage is 24p?

I would do what others have said, add pulldown to the 24 fps stuff and cut it at 60i. When you export for the web it will be 30fps but the 24 stuff will have the film look. I just had to do this for a broadcast show, we have a mix of 24 and 30 and the only way to make it work was to cut at 30.

You can add the pulldown in compressor. It may take a while to transcode, but it will add the correct cadence if you use frame tools.
