That’s what smart resample does and the blurry frames are the interpolated frames (which you turned off).

If you change your project propertied to progressive, Vegas will deinterlace before it interpolates the frames. This may give you better results.
You also might want to try Supersampling (look it up in the Help) This is normally use to smooth animation that has it’s frame rate changed but it may provide some benefit to your slo-mo video. (warning: supersampling increases render times dramatically)
