I recorded some footage, I have a cannon HV30. I bought a small mic from best Buy, it’s a digital mini zoom mic. the mic was in zoom mode and when I play back the footage I have this terrible hiss. Is it possible to clean up the audio in Adobe Premier, if not any suggestions on how to clean up this terrible audio so my actors can be heard.

I usually do audio repairs in Audition. You could try Hiss Reduction. Or, there’s a Noise Reduction filter, if you have a section that is just the hiss and nothing else, you can select that portion and capture a profile of the hiss, than select the entire file and it will remove the noise/hiss from the whole thing. It’s a pretty cool tool.

Would purchasing a better microphone cut down on what I will have to do post production or even with a better microphone will I still have to fix a lot of the audio?

Generally, better hardware is better. It’s difficult for me to say what was causing the hiss you described, so I can’t say if buying a better mic would address the issue.
An idea you can always keep in mind is the acronym – CICO, google it.

Ideally, you don’t want to fix anything in post, but stuff just happens sometimes.
