AVCHD playback terrible, PC and MAC. Stills look fine; in motion = awful.

I have been struggling to get any kind of decent playback of my AVCHD footage shot in Japan in March. On my PC workstation, 8 cores, Nvidea Quadra 4000, 64 bit, 12 gig ram, Matrox MX02 with Max

My Macbook Pro
I get nice looking stills when video is paused and the small screens on the edit screen monitors look okay, even though they hiccup a bit and stutter once in a while, but any output to my Video monitors is awful, like proxy, low-res video, until I pause it, then the mosaic and blocky, aliased video stabilizes in to beautiful HD stills. What gives? I have poked and prodded at resolutions, converting the files and trying to render the video with no good results.
I have deadlines coming up for this footage. I have never seen it played back on a full resolution monitor.
Can anyone help.
I am running Premiere Pro 5.5 on the PC and 6. something Creative Cloud on the Macbook. Same problem with both, whether I try to use the Matrox box or pull raw video from the computer via HDMI cables.

Your hardware looks fine, but you don’t mention your storage.
Can you attach a multi-disk array to the systems (SAS or direct SATA, not USB or Firewire)? You will see a big boost by getting your clips onto a faster storage medium (either SSD – really fast, or HDD). I can edit 4K and ACVHD on a Mac Pro using 3 additional Seagate Constellation 3, 4TB drives striped in Disk Utility.

The PC tower has 6 terabytes in onboard drives. 7500 rpm RAID striped drive arrays. I use a G-Raid 2 TB for the Macbook pro. Same problem from either system.
Camera I shot this all with was on loan, so I can’t even wire it up for playback to my monitors to check footage that way. Does not matter though, as I need to be able to EDIT the footage and produce the program.

It’s not about how MUCH space you have, but rather how many spindles. If each of those is only 2 physical drives, you’re going to top out at around 200MB/sec. I use a 4 drive array in each case here and see closer to 500MB/sec. That really does make a differences when dealing with 2K+ source.
The 3 drive stripe on my MP is sitting around 360MB/sec and it gets hi pretty hard. For test, I added a 6 SSD array to the ATTO H680 and striped them in Disk Utility. The number there is over 1.6GB/sec.
I’d say look for more spindles and see where that takes you.
