AVCHD playback terrible, PC and MAC. Stills look fine; in motion = awful.

I get nice looking stills when video is paused and the small screens on the edit screen monitors look okay, even though they hiccup a bit and stutter once in a while, but any output to my Video monitors is awful, like proxy, low-res video, until I pause it, then the mosaic and blocky, aliased video stabilizes in to beautiful HD stills. What gives? I have poked and prodded at resolutions, converting the files and trying to render the video with no good results.
I have deadlines coming up for this footage. I have never seen it played back on a full resolution monitor.
Can anyone help.
I am running Premiere Pro 5.5 on the PC and 6. something Creative Cloud on the Macbook. Same problem with both, whether I try to use the Matrox box or pull raw video from the computer via HDMI cables.
