I could be wrong, but it’s about as automated as any technique may get. There are noise reducers that may help with dust and noise here and there that change between frames. There is a clone that can clone from other frames for fixing one frame scratches. But none of this is “Automatic”. There will always be some kind of tweaking somewhere. There’s the median filter, but you will need to do some masking or keying to isolate certain areas so the whole image doesn’t look like art.

I do a technique where I use a keyer to grab skin, Duplicate this layer, use median on it then if the blemish or unwanted thing is darker than the skin set the transfer mode to lighten. So that whereever your ugly spot is, it’s replaced by a smeared version of the area around it.

Many techniques, but there is always some kind of work involved.

One way to do it would be to output your comp to frames, then do an automated batch in photoshop that applies the “dust and scratches” effect. You can make it save to a different folder, then reimport the footage as a frame sequence and reoutput to whatever format you desire.
