    There are many ways, here are three: A simple matte choke using negative numbers, a duplicate matte layer, edge feather on the matte. The larger matte is precomped or nested and other effects are applied to that layer like blur, light streaks.

    Thank you for replying to my question. Couldn’t get back sooner, my computer was down. I’m sorry I don’t have the experience with this program to understand your answer.     I tried many different versions (2 days worth) of what I thought you meant (with help open), but was not successful. Thanks for your time.
