When I import my video into Vegas the audio portion normalizes. This often is a problem because if there is one very loud noise on the video then the entire audio timeline in Vegas appears very flat. Without going in to the audio and cutting out any loud noise and then “normalizing” the audio, how can this problem be avoided?

Use soundforge instead of Vegas. RMS vs Peak normalizing.
