It all depends on how loud or low that water distortion is. There could be ways around it to lower the distortion but not without it affecting a bit on the sound quality that you wish to keep too, a reducing noise effect in Premiere Pro will help. I can help look it up later on to see how you can access it if you want.

Out of interest, where did your clip originate from?

Was it from a tape-deck where the sync/tracking was out?
That could give you that kind of play-back – same with old audio-reel editing solutions.
Rare, but possible.

Although not a “pure” solution. If there isn’t a plug-in that can repair it. You could consider re-generation the voice using one of the many “text to speech” engines on the internet – some will also match the actual voice.

Can you share a clip with us + a bit more background information?

Like, why do you need the music to be removed?
Is the music on the original footage, or was it added later?
And, there are ways of reducing the loudness of the music, or masking it, but it will be more complicated if you want to completely remove it.
