I’m editing some talking head videos and for the last 30 seconds I have low-level background music behind the presenter’s voice…

As the soon as the presenter stops talking, the picture dissolves to a still image (company logo, text summary etc). At this point I want the music volume to increase.

At the moment I’m just blading the music track and increasing the volume but the big jump sounds a but clunky.

Is there an effect for this? Better yet, is there a way to fade in (after the blade cut) starting at a certain volume rather than from silence?

No need to go messing with the blade tool. Just drag over the area where you want the music to be louder using the range tool (R) and then drag the audio keyframe overlay up till you get the loudness you want.
