attempting to re-create this effect
I’m attempting to re-create an effect i found on the animated gif profile picture here – https://profile.myspace.com/index.cfm?fuseaction=user.viewprofile&friendid=14167373. I just want to recreate the opening of mouth from a still image like that, but even struggling with that can anyone help?

You could try either the Mesh Warp or Reshape filters. And mask out the inside of the mouth so you can make something come out of it.
