Applying filter to Video Output FX but not subtitles

There is no way to do this easily. You would have to add the FX to each and every track except the subtitles track. Alternately, you could add it to the Master Video Bus, mute the subtitles track, render the video, then drop the video back into the project under the subtitles track, unmute the subtitles and render again without the FX on the maser bus.

BTW, subtitles should not be burned into the video but that’s up to you.

No, there is no such concept in Vegas Pro.
