The Radial Blur set to Zoom (or CC Radial Fast Blur, which renders much quicker) can be used for a similar effect. You will need to apply this to a separate instance of the pre-comp and use an additive blend mode, and perhaps a levels effect to control the brightness of the shine.

just an fyi those pluggins are SUPER cheap over at redgiant, and they are client pleasers/hated by professionals.
