    If I just change the framerate in the composition, the exported video’s lip sync is off. Is there any way to do this without having to go in and re-do the lip sync animaton?

    Don’t change the frame rate of your composition – create a 30 fps comp. Drag your original audio in. Drag your 15 fps comp in. Enable time remap on the 15fps comp layer. Extend to the expected length in 30 fps (should be double). This should create the in-between frames for you.
