    There are some warping techniques you can Google that might get you going.

    Not sure where this is being used.

    Does it need to loop?

    Does the camera move?

    Hello yes the camera may move a little bit maybe zoom out. It will only be short footage maybe 4 seconds long. The issue isn’t so much just making the water move a little its more the waves as that needs to move forward? any ideas are welcome.

    The guy who makes Projection 3D has a lot of tutorials showing how to really spice up photos. In this one he goes into depth on how to create realistic water ripples/waves from a photograph.
