After Effects rotate multiple shapes

I’d look to control the animation of the shapes with an image in a case like this — an invisible animated gradient that affects each layer’s rotation and scale. If you’re savvy with expressions, you can rig something with sampleImage(); otherwise, a tool like Ae Shader Effector will help you do the heavy lifting:
