Are you wanting to do this with still images or video. This clip you have sampled has used a single image, which looks to have cut out the heads in Photoshop.

To do this sort of thing with video would require a lot of work as there are over 20 frames per second. In this case you could use the Roto Brush that came out in CS5 to cut out a lot of the manual rotoscoping (tracing around the edges of what you want to keep).

Thanks Bens and Barrie, These are different images rolling and not the video. This has been made in ULEAD media studio 8 but I donot know technique used to get this result in premiere pro cs3. Rolling from one end to other end of screen is easy but it is a different thing. IMAGES START AND END ROLLING WITHIN THE SCREEN. There are feathers around but source images have no feathers. I tried track matte key but result is not exactly like this. Better would be if you tell me with some more detail.
