  Add Flare to images on track 1 & 2 ?

  OK…last question of the evening. I have an image (crystal ball) on track 1 and a client provided shot on track 2 (with an 8 point matte and slightly shifted around and scaled to fit in the ball). I want to
  add a flare that effects the bottom 2 layers ( like an adjustment layer in After Effects). I cant apply it directly to the top image due to the matte and shifting done to it. What is the bes way to add this flare?
