I have a small video of a zoomed area taken from google earth. I want that zoomed area which is a block in a city to be zoomed in with white 50 opacity and a white color border around that area to be zoomed in with the block in the same time.

No idea what you’re seeing in your head but you could precompose the earth thingy, put a border around it (using any of many different techniques), and nest it into a host comp.Do your scaling in the host comp which should simulate a zoom effect. The resolution will be no better than the original earth image, though.

what i meant is a small area inside the video ,not the whole video.and i want that part to be highlighted with 50% opacity white area covering that small part with borders of a different color around it.i want that part to be zoomed in with that small part in the same time.
